  A trigger is a device that sends a command to a wireless flash to fire. A trigger can also be a combination of two devices, the commander (transmitter) and the receiver. As can be inferred, these are two devices that communicate with each other; the amount of information they can exchange depends on the type of trigger: more economical ones are limited to simply sending the command to flash, while more complex ones also send exposure information acquired via TTL.
